Scientists usually agree, that the more educated society is, the chance for its success rises. Having higher percent of well-educated members, the society is able to generate higher income for the budget. But the budget cant afford free university education for everyone. The cost of education is too big for a developing country. On the other hand, the education is a long way to transform a developing country into a developed one. 
From time to time we could hear in the mass-media that teachers are unemployed. Solving this problem is possible only by at least partial cost payment by the students, or their parents, actually. The expenditure on education of children should be more adjusted with financial capacity of a student. The good way of doing it would be a public education tax.
Education is a type of service. Should somebody benefit it, when it is free? What is more, financial effort also mobilises the student to learn. On the other hand, there is large number of people, who have the abilities to educate out to collect knowledge, but their financial capabilities would not allow them to do it. The solution for this problem is a national subsidy for the wise, intelligent and poor students. 
On the whole I think it is necessary that major part of educational costs should be  paid by the interested in educating themselves
